The current Easy Charge codes work by reducing charge requirements to 1 frame. For example, Chun's fireball goes from hold B, charge, F+P to press B, F+P . You are talking about [hsf2]? You can set the mode with the byte before the character ID but if you pick forbidden character/mode combinations or try to change in a match the game crashes. Wait, what emulator can do it for CPS3? All of these cheats work by hijacking code intended for something else, like screen-flashing effects. It's kind of lucky that they are even possible.
