Captain Commando's MP/HP throws either summons one of the three helpers or has the Captain electrify his opponent themselves. The chances of that are random. However, it is to note that if an ally is out, another throw attempt will result in Captain's own throw.

Also, whoever is throwing also matters in the fact that if Captain isn't doing it himself, then you can't use your HCs (or in theory, the Commando Strike move that summons that character).

Now it is up to you to help the Captain by making a cheat that lets you choose your helper, or whether Captain is on his own.
