[sfa2] Hadou Ken always flame

This is something interesting that might lead to other possibilities, such as the ability to "magic throw" (throw someone regardless of the distance between two players, something that Zangief players in sf2 are well aware of).

In sfa2, a Shakunetsu Hadou Ken results if Ryu performs an HP Hadou Ken (or any of Evil Ryu's Hadou Kens) from a close range.
