[MLC] 1.3 is out

This 1.3 version has MLCs for the rest of the Fatal Fury games.

The featured CPS game this release is Night Warriors (how dashing works still eludes me and is giving me a hard time... - Take a look at Rikuo's Trick Fish, which is actually the MLC for the backstep, and see what I mean).

1.4 will probably finish up the Darkstalkers and Samurai Showdown games. No guarantees, though.
