[sfa3u] Title Screen Colour cheat not working?

[sfa3u] Title Screen Colour cheat not working?

Hi there, whenever I try to change the title screen colour in sfa3u, nothing happens and the title screen colour remains the default cream. I tried resetting the rom and tested one of the other cheat values (sound test) and that worked but the title screen colour doesn't change so can anyone help me with this? Thank you.
