[samsho5] Always have Power Bar

If you perform the Ikari Bakuhatsu or the Mu no Kyouchi, you will lose the use of the power bar for the rest of the match. This cheat will allow you to use the bar over and over again. As a result, this allows you to use the Ikari Bakuhatsu as many times as you want. (You can still only perform the Mu no Kyouchi once here - a separate cheat is needed to do that)

To disable the bar, use the value 0xFF.
