SFA3 - Shin Bison?

is there a cheat that allows you to play as Shin Bison? i know hes in the game as the final boss, is it possible to make him selectable? in arcade or vs?

Figured i'd i add to this thread so i wouldn't have to make another one related to the same question. So is it possible to play as Shin Bison? I tried changing the values but had no luck.

...Shin Bison ? Is he "Final Vega" on Japanese version ? I have already found his code but I don't know this is correct.

Yes he is, but he's also the last boss in the US version.
