To what extent is a game considered finished with regards to the cheats produced for it? What is the ultimate cheat? I'd say a code that allows you to select any of the enemies featured in whichever game it was, and for you to play as them.

That depends of the type of game ... Some games don't need many cheats because their code doesn't allow you to do so (eg: 'neckneck'), while some others can give you an unbelievable choice (unfortunately these ?#! fighting games, or better some "shoot'em up" in which you get dozens of power-ups or weapons, as well as "items" games such as 'bublbobl') ...To what extent is a game considered finished with regards to the cheats produced for it?
The "ultimate" cheat is the cheat that nobody would have thought about and which can only be given by looking at the game code ...What is the ultimate cheat?
There are other games than the fighting games : look at the cheats for 'ddsom' !I'd say a code that allows you to select any of the enemies featured in whichever game it was, and for you to play as them.
And I'm more interested in finding cheats for some games that are LONG to finish without cheating (eg: "Rainbow Islands") ...

I've done a lot more with NES Game Genie cheats than with anything on mame, and over the past year I think I made a few that fit that description

Ah, but this is from a perspective of a 'cheat seeker' not an end-user who'd probably not get excited about such a discovery. Of course it would be dependant of what effect was made in the wake of such an accidental find.
rahga - ah yes, the GAME GENIE! Splendid device, though I never got to use one myself. The equivalent for computers was the ACTION REPLAY CARTRIDGE, again I never knew the luxury of using one (until now with the advent of emulation, but not quite the same of course).
The NES cheats? Well yes, a quaint, fascinating find indeed!
