How I found this cheat:
I noticed that the codes for the tiger uppercut were:
:sf2accp2:00000000:FF8456:00000002:FFFFFFFF:Easy Tiger uppercut (Sagat) PL1
:sf2accp2:00010000:FF8459:00000004:FFFFFFFF:Easy Tiger uppercut (Sagat) PL1 (2/2)
So I just added 10 to 56, and 10 to 59 (because I saw there were a 10 difference in the tiger shot codes also).
It was a lucky guess, because I don't really know the proper way to find MAME cheats
