Most if not all Capcom games (starting around 1988 from what I've seen) have these sort of menus. A hand full of them make these options available in the normal diagnostics screen, while others disable them until hacked (unless the menus are disabled completely by the programmer).

A user by the name of Einstein95 found this within that game. From my understanding a lot of people (including myself) have tried their hand at unlocking that debug menu. It is possible that it is just left over text from a previously implemented debug menu using during the development of the game that was later removed unfortunately.
