NES Cheats Don't Appear in MESS 0.152 VGM Mod

Hello there. This is my first post here, so I apologize for anything I may have done wrong here.
I am trying to use cheats with MESS 0.152 which is modded for VGM logging. I follow the instructions in the readme EXACTLY (cheat_nes.7z is in the same directory as MESS.exe, edited the nes.ini file, didn't unzip cheat_nes.7z) , and made sure I edited the nes.ini file when MESS wasn't running. I also made sure these parameters were specified in the .ini files after closing and opening MESS:
writeconfig 0
cheatpath cheat_nes
cheat 1
However, when I play an NES game and press Tab, there's no cheats option. I can't figure out why it isn't working and I would appreciate anybody's help. Thanks.
