[Kof98] Omega Rugal cheat do not work

[Kof98] Omega Rugal cheat do not work

the cheat 'Enable Omega Rugal' does not work

i introduce it before choosing Rugal, even pressing 1P start to enable Omega Rugal, but cheat does not work

in 'Select character' you can not enable Omega Rugal only normal Rugal.
