Can't Get Cheats For MAMEUI64 0.138u1

I can't get any cheats to work for MAMEUI64 0.138u1. I tried installing a cheat file like the zip said, but it doesn't work. Can someone please help ?
Copy the 20meg cheat.zip file to the same directory as the mameui exe.
In MAMEUI go to the Options Menu, and select "Default Options". Go to the Miscellaneous tab and check the box that says "Enable Game Cheats".
