IMO, it's better to have such cheats in the 2nd "format" as they are more intuitive for the end-users who may have the habits of them since 1998 or perhaps even earlier ...
"List" cheats should be limited to :
- weapons select
- characters select
- stage select
As usual, any comments are welcome ...

I concur, the second 'traditional' format is better, both for old times sake and Drain Now! cheats are more suitable for use with an activation key
