where do you get your roms?

i was wondering "where does everyone else get their roms?" i've been to alot of high rated sites like play again and almost all of their roms are missing a bunch of files. i went thoriugh play again last night and downloaded all of the street fighter series and none of the roms were complete. don't ban me for talking about missing files.
